Its main purpose is to <strong>create a common framework for waste sorting labels<\/strong> that can be applied consistently across all Member States.<\/p>\n<p style=\"text-align: justify;\">To shape the recommendations, the JRC consulted more than 250 industry and policy stakeholders, alongside around 25,000 EU citizens. Input was also gathered through workshops, behavioral studies, online surveys and background research carried out by the JRC itself.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Moving_Away_from_Fragmented_Labelling_Systems\"><\/span><strong>Moving Away from Fragmented Labelling Systems<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">At the heart of the proposal is the challenge posed by today\u2019s patchwork of national labelling schemes. According to the JRC, <strong>inconsistent symbols and instructions undermine recycling performance and create unnecessary barriers within the internal market.<\/strong><\/p>\n<p style=\"text-align: justify;\">To address this, the proposal recommends a set of shared, easy-to-understand <strong>pictograms<\/strong> that can be used on packaging across the EU. Research showed that consumers responded particularly well when these symbols were matched with bins using the same <strong>color system<\/strong>, helping them link packaging to the correct disposal route more quickly.<\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_11570\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-11570\" class=\"wp-image-11570 size-large\" src=\"https:\/\/www.packlab.gr\/wp-content\/uploads\/2026\/02\/Figure-ES1.-Final-label-proposal-colour-and-text--e1770628604365.png\" alt=\"Figure ES1. Behavioral testing found that nearly half of participants had difficulty interpreting black-and-white labels, while people with color vision deficiencies or certain cognitive impairments showed a slight preference for non-colored designs.<\/p>\n<p style=\"text-align: justify;\">As a result, the JRC stresses that <strong>color coding should support, not replace<\/strong>, <strong>clear pictograms<\/strong> <strong>and written instructions<\/strong>. This way, accessibility considerations are presented as a core requirement rather than optional.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Digital_Tools_to_Add_Flexibility\"><\/span><strong>Digital Tools to Add Flexibility<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">To overcome space constraints and language barriers, the proposal points towards digital options such as <strong>QR codes<\/strong>. These could provide extended sorting <strong>guidance<\/strong>, offer <strong>instructions<\/strong> in multiple languages, or <strong>adapt<\/strong> <strong>information<\/strong> to national or regional rules. Additionally, digital tools are also presented as a way to better accommodate users with disabilities.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Clear_Distinction_for_Compostable_Packaging\"><\/span><strong>Clear Distinction for Compostable Packaging<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">The JRC also calls for <strong>clearer on-pack guidance for compostable materials<\/strong>. Home-compostable and industrially compostable packaging should be <strong>clearly differentiated<\/strong> using dedicated pictograms and explanatory text. For industrially compostable items, the proposal suggests adding a visible warning such as \u201cDO NOT THROW IN NATURE,\u201d with an optional abbreviated label placed next to the main sorting symbol.<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Handling_Multi-Material_Packaging\"><\/span><strong>Handling Multi-Material Packaging<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Recognizing the complexity of modern packaging, the proposal allows for <strong>multiple labels on a single pack<\/strong> when different components require different disposal routes. Waste bins may also indicate that more than one material can be placed inside, sometimes through combined or so-called <strong>meta-labels<\/strong>.<\/p>\n<p style=\"text-align: justify;\">However, the JRC warns that such combined symbols can be confusing if consumers do not understand how they relate to individual on-pack labels. This category is described as a temporary solution for new or innovative packaging formats where the optimal recycling route has not yet been established.<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Regulatory_and_Practical_Challenges_Ahead\"><\/span><strong>Regulatory and Practical Challenges Ahead<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Moreover<strong>, several open issues are acknowledged.<\/strong> These include <strong>limited space<\/strong> on packaging, the difficulty of providing clear <strong>instructions for composite materials<\/strong> and the need to <strong>respect existing national practices<\/strong> when harmonizing colors and wording across the EU.<\/p>\n<p style=\"text-align: justify;\">The <strong>level of detail<\/strong> on labels is another concern. While more detailed instructions can help, <strong>too much information risks overwhelming consumers<\/strong>. The JRC notes that small and medium-sized enterprises are likely to feel this impact the most, and so to ease the transition, it recommends phased implementation, following clear guidance and using targeted support.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Overall, the JRC recommends a centrally driven approach, with harmonized labelling introduced through an EU implementing act.
