Producers must explicitly declare the legal basis for any exemption when filing their annual returns. For the 2025-26 financial year, companies that fall short of their targets are permitted to carry the deficit forward for up to three subsequent years, provided at least one-third of the outstanding amount is met each year. In effect, the 2025-26 target can be fulfilled as late as 2028-29.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"A_New_Category_of_Obligated_Entity_Sellers\"><\/span><strong>A New Category of Obligated Entity: Sellers<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">One of the more significant changes in the 2026 amendment is the addition of \u201cSellers\u201d as a <a href=\"https:\/\/www.packlab.gr\/wp-content\/uploads\/2026\/06\/271465-Plastic-Waste-Management-Amendment-Rules-2026.pdf\" target=\"_blank\" rel=\"noopener\">new category<\/a> of obligated entity under the EPR framework. The broadening of jurisdictional authorities, adding &#8220;authority&#8221; as a category alongside urban local bodies, expands the universe of enforcement bodies capable of acting on non-compliance.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"Labelling_and_Documentation_Requirements\"><\/span><strong>Labelling and Documentation Requirements<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Recycled plastic packaging must bear labelling indicating the use and proportion of recycled content and must comply with Indian Standard IS 14534:2023. For food contact applications, FSSAI compliance documentation is a separate and additional requirement.
