Members will jointly fund and conduct trials covering biodegradable coatings, barrier technologies and manufacturing line compatibility for paper-based flexible formats. The goal is not simply to replace plastic with paper, but to develop solutions that maintain the performance characteristics – product protection, shelf life and consumer convenience – that flexible plastics currently provide.

The consortium’s work is guided by six criteria established by the Ellen MacArthur Foundation earlier in 2026. Paper-based alternatives should:

Βe responsibly sourced and produced.

Μeet technical and economic requirements.

Be recyclable where collection systems exist.

Avoid hazardous chemicals and persistent plastic pollution.

Be biodegradable, when the packaging is likely to end up in the environment.

Fit into a broader circular economy

This dual end-of-life approach distinguishes the consortium’s ambition from more straightforward material substitution initiatives. The focus is deliberately on markets where flexible plastic packaging is most likely to leak into the environment due to the absence of formal collection and recycling systems.

Why it Matters for the Packaging Sector

Flexible plastics represent one of the largest categories of packaging by volume but remain one of the most problematic from a circularity perspective. Multi-layer laminates, metallized films and complex barrier structures are effective at preserving food and extending shelf life, but they are among the hardest packaging formats to recycle. The PPWR’s recyclability requirements, which will progressively tighten through 2030 and beyond, are placing increasing pressure on these formats.

The formation of a consortium by six major FMCG companies signals that the industry recognizes it cannot solve this problem individually. The shared R&D model is designed to reduce the cost, risk and time required to develop alternatives and to ensure that new materials can work at scale across different manufacturing environments.

However, significant technical barriers remain. Paper-based materials currently cannot match the moisture and oxygen barrier performance of multi-layer plastic laminates. Achieving adequate barrier properties without adding non-recyclable or non-biodegradable layers is the central technical challenge. Manufacturing line compatibility is another practical concern: paper-based materials behave differently from plastic films in terms of speed, sealing and dimensional stability.

Connection to the Regulatory Landscape

The consortium’s launch coincides with a period of intense regulatory activity around flexible packaging. The PPWR requires all packaging to be recyclable by 2030, and flexible formats that cannot demonstrate recyclability through established collection and recycling streams face potential market access restrictions. The Commission’s delegated act on design-for-recycling criteria, due on January 1st, 2028, will define which packaging structures qualify as recyclable and multi-material flexible laminates are expected to face the highest scrutiny.

Simultaneously, the PPWR’s waste prevention create pressure to reduce overall packaging weight and volume. Paper-based flexibles, if they can be made to perform at comparable levels, could offer a pathway that satisfies both recyclability and waste prevention goals, provided the paper is responsibly sourced and the coatings are compatible with paper recycling streams.

Conclusion

The PaperFlex Consortium represents a structured industry response to a problem that regulation alone cannot solve. The PPWR sets the targets, but developing the materials that can meet those targets at scale requires collaborative R&D investment. Whether paper-based flexibles can realistically replace plastic laminates in performance-critical applications remains an open question and the consortium’s trials over the coming years will provide part of the answer. For now, the signal from six of the world’s largest consumer goods companies is clear: flexible plastic packaging in its current form is not a long-term proposition and the search for alternatives is no longer optional.

The consortium is open for additional members, including FMCG companies, innovators, suppliers and investors.
