This system ensures that <strong>only approved substances can be utilized<\/strong>, enhancing consumer safety and aligning with international standards, notably the European Union&#8217;s plastics regulation (<a href=\"https:\/\/eur-lex.europa.eu\/eli\/reg\/2011\/10\/oj\" target=\"_blank\" rel=\"noopener nofollow\">Commission Regulation (EU) No 10\/2011<\/a>).<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: left;\"><span class=\"ez-toc-section\" id=\"Amendments_and_Key_Changes\"><\/span><strong>Amendments and Key Changes<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">On November 30, 2023, the Ministry of Health, Labour and Welfare (MHLW) published Notice No. 324, <strong>formalizing the Positive List framework<\/strong>. This structure consisted of <strong>two primary components<\/strong>:<\/p>\n<ul style=\"text-align: justify;\">\n<li><strong>Table 1:<\/strong> Details 21 base polymer materials and their permissible monomers.<\/li>\n<li><strong>Table 2:<\/strong> Lists 827 approved additives used in the production of these materials.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Further updates were introduced in 2024, aimed at refining this system. For polymers described as primarily composed of specific monomers or starting materials, these components must make up<strong> more than 98 %<\/strong> <strong>of the polymer by mass<\/strong>. If multiple starting materials are involved, their <strong>combined mass percentage<\/strong> <strong>must exceed this threshold<\/strong>. Additionally, <strong>ingredients used in quantities below 2 % do not need to be specified<\/strong> in the substance name but<strong> must still comply <\/strong>with corresponding concentration limits.<\/p>\n<p style=\"text-align: justify;\">Manufacturers are expected to fully comply with the Positive List system by<strong> June 1, 2025.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: left;\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Japan&#8217;s shift to the Positive List system for food contact materials represents a significant advancement in regulatory oversight, aiming to safeguard public health and align with global standards.
